Parliament is expected today afternoon to
take a decision on whether President Yoweri Museveni should take over
Kampala management for six months or not.
This followed a directive yesterday night by house Deputy Speaker Jacob Oulanyah to the clerk of Parliament, Jane Kibirige, to investigate minutes of the controversial report by the Parliament's committee on public service and local government regarding the mismanagement of KCCA.
In its report, the committee recommended that the president take-over KCCA executive and legislative functions with immediate effect.
Parliament has, however, for the last two days failed to take a decision on the matter after it failed to debate the report which suffered a minority report from Mukono municipality MP Betty Nambooze who opposed the recommendation saying it was never agreed upon by the entire committee.
However, the clerk to Parliament, who was asked to investigate the matter as provided for under rule 193 of the Parliamentary Rules of Procedures, is today, at 11:00am expected to handover her report to Deputy Speaker Oulanyah on the authenticity of the committee report minutes.
It's upon her report that Parliament will decide on whether to debate the report or have it withdrawn for further investigations.
Meanwhile, Parliament will also today continue its debate on the controversial Public Order Management Bill 2011.
The Bill has in the previous sittings been amended with deleting some of the provisions such as numbers for constitution of a public meeting, and days in which one seeking to hold a public meeting can notify the Police of their intended meeting.
The days were limited to only three from the earlier proposed seven days in the Bill.
Oulanyah is also expected to prorogue the house for yet another third session of the Ninth Parliament after its second session expired.
Today's Parliamentary sitting is expected to commence at 2:00pm for consideration of the above mentioned business.
